Improving the Worse

How do you ease the tension in a world that is so willing to take the law into their own hand? How does one fix a society where distinct classes are constantly put against each other?
Can it even be done?
With few simple changes, it can be. In a town such as Maycomb, part of the problem is the class distinction between the whites. There are people like the Ewells, who take their relief for granted and don't try to help them selves, and others like the Cunninghams, who try to make the best of what they are being given. Yes, this funding should be continued! However, restrictions should apply... With a small portion of the 1000$ budget, provide incentive to those families who try to help themselves. Families that are trying to work, and have shown clear effort to progress their economic and financial standing should be rewarded. On the other hand, those families that do nothing with their money, and make no effort to survive until their next relief check should be given the bare minimum amount that their social security provides for them. This will provide incentive to those who need to work harder to provide for them selves, and reward those who manage to do so, while not completely leaving those in truly awful financial standing without hope or help. They key to this endeavor is motivation.
The other major part of the problem is uniting all the classes, white and colored. One way to unite a people is to give them a common goal to achieve. With the remaining part of the budget, Maycomb will institute a donation program for another town/ area that is in need of help. The location of this other town is keep. By having the donations sent another town, it promotes the sense of prosperity within the town itself. People begin to think their town is doing better than others in the area, which then in turn will promote the spending within their town itself. by organizing the citizens into specific committees, groups will be formed to collect clothing, food, arms, and other supplies that may people are in dire need for in neighboring areas. by including all populations in these committees it gives everyone a sense of belonging which will unite them in their goal. The funding its self will be used to provide relief for the businesses that willingly help provide the goods to the project to compensate for lost profits. Portions will also go to the transportation of the donations and the safety of those who work on or transport the projects. The last great portion of the 1000$ fund will go to purchasing lost resources from the other towns, such as food and clothing. this will finalize the revitalization of other towns,(in the communities mind by bolstering their economy) and provide a physical reward to all who had worked on the donation efforts themselves.
Now think about it-
How do you fix that which is seemingly set in stone?
By providing incentive and motivation, rather than using force.
